• LexisNexis Accurint (https://www.accurint.com/)
• TransUnion TLOxp, which may also be part of the TruLookup system (https://www.tlo.com/law-enforcement)
• SoundThinking CrimeTracer, which was formerly a product called COPLINK X (https://www.soundthinking.com/law-enforcement/crime-analysis-crimetracer/) from the company formerly known as ShotSpotter

For each of the above mentioned platforms, please provide the following records:

• CONTRACTS AND AGREEMENTS — All contracts (as well as associated amendments, attachments, and exhibits) and agreements related to the acquisition and use of these "software" programs.
• PURCHASE INFORMATION — All invoices and purchase information for costs and products associated with the above-referenced platforms.

Please provide responsive materials for the period from January 1, 2021 through the date this request is processed.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your request was forwarded to staff in the City's Accounting Department, Purchasing Department, and Police Records Unit for review and compiling of any responsive records.

With respect to the portion of your request seeking “CONTRACTS AND AGREEMENTS,” contracts and agreements, along with amendments, can be located by utilizing the City Clerk’s Public Records search tool on the City’s website at the following link: https://publicdocs.spokanecity.org/cityclerkrecords/. Once on this site type OPR 2021-0315 into the File number field and then hit the search button. You can do the same for OPR 2022-0326, OPR 2023-0606, and OPR 2024-0567. These contracts are for Forensic Logic with is a CopLink or Crime tracer subscription.

This is to advise that records were located by Accounting Department staff, however, due to item 18 of the contract, we are in the process of providing third party notice to Forensic Log advising them of your request and providing them the opportunity, pursuant to RCW 42.56.540 (court protection of public records), and Section 6.1.4 of the City of Spokane’s Records Request Policy and Procedure, to enjoin the City’s release of the responsive records. If no court ordered injunction is received from the companies by the date prescribed to them, the records will be provided to you.

Purchasing Department and Police Records Unit staff is in the process of reviewing your request and searching for/compiling any additional responsive records. We anticipate an installment may be available in approximately 55 days, or by on or about May 6, 2025. We will follow up with you on or about that date regarding the status of your request.  If public records become available in advance of this estimate, we will let you know.  Conversely, if City staff encounters a need to extend our estimate, we will advise accordingly.
