Ideally, please provide the records in an excel spreadsheet.

Our procedure is to locate records, review them for exemptions, and then prepare them for your inspection and/or copying.  The undersigned will be coordinating with other City departments in the collection and production of responsive records.
Your request has been forwarded to staff in the City's Human Resources, Accounting, and IT Departments for review and compiling of any responsive records.  We reasonably anticipate requiring approximately 60 days, or until on or about March 22, 2020, to provide an installment of records.  We will follow up with you on or about that date regarding the status of your request.  If public records become available in advance of this estimate, we will let you know.  Conversely, if City staff encounters a need to extend our estimate, we will advise accordingly.

You or your organization or business has made a public records request which includes a list of individuals from the City of Spokane. The Washington State Public Records Act (PRA) at RCW 42.56.070(8) provides that:

"This chapter shall not be construed as giving authority to any agency… to give, sell or provide access to lists of individuals requested for commercial purposes, and agencies… shall not do so unless specifically authorized or directed by law…"

The PRA at RCW 42.56.070 authorizes agencies to require a requester to provide information as to the purpose of a request “to establish whether inspection and copying would violate RCW 42.56.070(8).”  Attached hereto is a Commercial Purpose Declaration for your review and completion.   Please return the completed and signed form either through your account on the City's public records request portal or email back to clerks@spokanecity.org.
