The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Clarification of your request is needed in order for City staff to proceed with searching for and compiling the specific records you seek. When you state "all police officers and/or employees," what do you mean? Both Spokane Police Department (SPD) officers and civilian SPD employees have badge numbers. Do you mean you are seeking records for uniformed officers only? Or do you mean you are seeking "Records sufficient to show the names, badge numbers..." for all uniformed officers and civilian employees of the Spokane Police Department? This is a follow up to my previous communication to you on January 22, 2021, pertaining to your public records request assigned PRR tracking No. P000365-011321. No clarification has been received from you as requested under my January 22 communication to you by the specified date of February 22. However, Police Department staff compiled a list based on their interpretation of your request. The compiled records includes a list of names.
You or your organization or business has made a public records request for a list of individuals from the City of Spokane. The Washington State Public Records Act (PRA) at RCW 42.56.070(8) provides that:
"This chapter shall not be construed as giving authority to any agency… to give, sell or provide access to lists of individuals requested for commercial purposes, and agencies… shall not do so unless specifically authorized or directed by law…"
The PRA at RCW 42.56.070 authorizes agencies to require a requester to provide information as to the purpose of a request “to establish whether inspection and copying would violate RCW 42.56.070(8).” Attached hereto is a Commercial Purpose Declaration for your review and completion. Please return the completed and signed form either through your account on the City's public records request portal or email back to clerks@spokanecity.org.
