Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:
Metadata for all email communications sent or received, including being CCed or BCCed, by Kenneth Scarlette and anyone with a Fusus email address (*@fusus.com) between 1/1/2023 and 6/4/2024.
The specific metadata data points I'm interested in are: to address(es), from address, cc address(es), bcc address(es), sent date/time, received date/time, subject line, and names of all attachments. This request does not seek the contents of the emails themselves, and only the specified email metadata. Please do not include duplicate emails. Please provide me with the records in an Excel format.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

You had previously indicated that it would be completed on June 12, 2024. I wanted to check on the status of my request, and to see if there was a new estimated completion date. You had assigned it reference number #FOIA 34900.

FOIA 34900 response letter on 6/12/24 stated:
Your request is denied for the following reasons:
The City does not currently possess the capability to comply with your request. The City’s email system is currently only able to export entire emails (including their contents) into .pst file format; it is not capable of exporting emails into Excel file format nor extract data or information within said emails into Excel file format. In order to comply with your request, the City would have to export all of the relevant emails into .pst file format, review them in order to determine which ones are actually responsive to your request, extract the requested data points and then manually input said data into a newly created Excel sheet for the sole purpose of complying with your request. FOIA does not require a public body to create a new record which it ordinarily does not maintain or prepare, nor compile general data or information.
While the emails themselves would be considered public records, in which the City would ordinarily provide within the limitations of FOIA, you have explicitly said you do not wish to receive the emails/contents themselves. If you wish to receive copies of the emails themselves, you may submit a new request for information at any time.
