Pursuant to the The Missouri Sunshine Law, I hereby request the following records:

Use of force data with detail summaries for all use of force incidents from 2008-2016. Please provide the following details for each incident:

Date (year, month, day) of the incident, subject race, officer race, type of force used, whether there was subject injury, and whether there was officer injury.

I prefer csv spreadsheet format (or pdf) where each row represents an incident. Here is an example of the data I'm looking for (https://www.dallasopendata.com/Public-Safety/Police-2015-Response-to-Resistance/594v-2cnd).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

The St. Louis County Police Department received your records request dated July 13, 2020. I am the Custodian of Records for the Police Department.

Please note the following:

It will take a research analyst twelve (12) hours to compile and arrange your data as requested at a rate $26.73 for an estimated total to process your request is $320.76. We can begin to process your request once payment is received, and based on the present workload it should be completed approximately within three weeks after payment is received.

Please note this is an estimate. If the actual amount is more, you will be required to pay the difference prior to receiving the documents. If the actual amount is less, you will be refunded the difference. In addition, the response time is only an estimate given the existing work load, and is also subject to change.

In accordance with Section 610.026.1(1) RSMo, the Police Department is requiring you to pay the estimated cost for the records you are seeking, prior to the records being reproduced for you. These fees are calculated on the best estimate of the actual cost of the research time to assemble and produce these records.[i]
