Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

Please provde a copy of your current policy and procedures regarding the use of criminal informants, including description of contact officers, alternate contact officers, entrapment, maintaining of master files, dismissal of informants, precautions and rules regarding delay of notification to other agencies following unauthorized activity.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not made for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Please consider an appeal for my request for Stoughton Police Department's current policy and procedures regarding the use of criminal informants. No request was made regarding sensitive information or specific cases, particularly not pending investigations. Nothing of this request is intended to expose details that impact an ongoing case. The records requested are general, assuming published handbook guidelines pertaining to a matter of public safety only, not names or private information. If Stoughton Police Department does not have such a policy, please indicate that there isn't one or that the policy is undergoing changes or updates.

For your consideration, I have attached policy and procedure regarding criminal informant policy as published by two other departments.

Please refer to the following regarding any appeals.

Please be advised that pursuant to 950 CMR 32.00 and G.L. c. 66, section
10A(a) you
have the right to appeal this decision to the Supervisor of Public Records
within 90
calendar days. Such appeal shall be in writing, and shall include a copy of
the letter by
which the request was made and, if available, a copy of the letter by which
the
custodian responded.

The Supervisor shall accept an appeal only from a person who had made his
or her
record request in writing. Pursuant to G.L. c. 66, section 10A(c), you
also have the right
to seek judicial review by commencing a civil action in the superior court.
