The story specifically mentions a three-page report.

Good morning,
The Virginia Freedom of Information Act [VFOIA] found at Virginia Code
Section 2.2-3704(A) provides that "all public records shall be open to
citizens of the Commonwealth, representatives of newspapers and magazines
with circulation in the Commonwealth, and representatives of radio and
television stations broadcasting in or into the Commonwealth during regular
office hours of the custodian of such records."
Please provide evidence that MuckRock News, 411A Highland Ave., Somerville,
MA. 02144-2516 is an entity entitled to receive public records under the
VFOIA.

Good afternoon,
Under the VFOIA, Section 2.2-3705.4, scholastic records containing
information concerning identifiable individuals are excluded from mandatory
disclosure, but must be released to the parent or legal guardian of the
student. Scholastic records means "those records containing information
directly related to a student."
The information you have requested is directly related to T.S. a student
referenced in a news article that appeared in the Daily Mail.
Therefore, as provided for by Virginia Code Sections 2.2-3705.4, subsection
A.1, 2.2-3704, subsection B.1. and Virginia Code Section 22.1-287 the
record you are requesting is being withheld.
