Pursuant to the Florida Sunshine Law, I hereby request the following records:

1. The total number of police use of force incidents, broken down by type of force used, between 2013-2018 (separated by year).
2. The total number of people that police used force against, between 2013-2018 (separated by year).
3. A copy of all complaints reported by civilians against police between 2013-2018.
4. A copy of any documents indicating whether the civilian complaints identified in request #3 were sustained.
5. The policy manual of the police department.
6. The current union contract between the city and any police unions.
7. All records regarding police shootings (including fatal police shootings, non-fatal police shootings and police shootings at a civilian that missed) between 2013-2018, including incident-level information specifying the date of each incident, race and gender of all subjects involved, what weapon if any they were armed with, any injuries or deaths resulting from the incident, the names of all officers involved, whether administrative investigations found the incidents to be justified under police department policy and any disciplinary actions taken against the officers as a result of the incident.
8. All records regarding civilian deaths or serious injuries resulting from police use of force between 2013-2018, including incident-level information specifying the date of each incident, race and gender of all subjects involved, what weapon if any they were armed with, any injuries or deaths resulting from the incident and the names of all officers involved.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

On July 8, 2020, you submitted a public records request to the City of Sunrise Police Department for the following records:

1. The total number of police use of force incidents, broken down by type of force used, between 2013-2018 (separated by year).

3. A copy of all complaints reported by civilians against police between 2013-2018.

Your request for documents and information is extensive, and will require extensive use of information technology resources, or extensive clerical or supervisory assistance by personnel from the Police Department to identify, manage and compile the requested information. It is the City’s policy that a deposit be submitted by the requesting party in an amount equal to the anticipated cost of the assembly and duplication before processing will commence, particularly where clerical services of an extensive nature are necessary.
Having reviewed the nature and scope of your request, and examining all possible means by which the preparation and review of the requested records could be performed, the City has determined that the required advance deposit will be $1,636.88. An additional factor of twenty-five (25) percent, which reflects the staff member’s hourly value of fringe and pension benefits, was added to the hourly rate in accordance with City Code Section 2-398(b). The amount above includes the following:

For Items 1 – 4:
a. Staff time of 1 hour - .5 hour (the first half hour at no charge), from Police Department personnel at a rate of $63.35 per hour, totaling $31.68;

Item 6: Provided via uploader link on 07/08/2020;

Items 7-8:
b. Staff time of 32 hours from Police Department personnel a rate of $50.16 per hour, totaling $1,605.12.

At your convenience, you may submit a check in the amount of $1,636.88 payable to the City of Sunrise to the attention of the City Clerk’s Office. The City will begin processing your request as soon as your deposit has been received. Pursuant to City Code Section 2-398(a), if the actual costs exceed the estimated amount, work will temporarily cease and you will be asked to replenish the deposit, upon which work will resume. You are responsible for the additional amount. Should there be any overage, the City will refund the difference.
