Pursuant to the Tennessee Public Records Act, I hereby request the following records:
From the Division of Elections:
Any communications, memoranda, documents, public complaints, or records, from January 1, 2020 to present, pertaining to:
1. Number of invalid ballots received
2. Number of mail-in ballots received after closure of polls
3. Number of requests made on Voter Registration Lookup (https://tnmap.tn.gov/voterlookup/) on the day of the election, 12am to 11:59pm local time
... with regards to the following elections:
November 8, 2022
August 4, 2022
November 3, 2020
August 6, 2020
March 3, 2020
As the FOIA requires, please release all reasonably segregable nonexempt portions of documents.
In order to help to determine my status to assess fees, you should know that I am affiliated with an educational institution, and this request is made for a scholarly purpose.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Dear requestor,
Under the Tennessee Public Records Act and the Department of State Public Records Policy (which is based on the Model Tennessee Records Policy), Tennessee citizens may request public records. The Tennessee citizen should submit a copy of his or her Tennessee driver license or other acceptable ID to prove Tennessee citizenship, along with the submission of the public records request. Because we did not receive a copy of your Tennessee driver license along with your submission, we deny the request. Of course, we would consider any future request in which the requestor submits a copy of his or her Tennessee driver license.

Dear requestor,
Our office denies the request. We received a copy of Kent Hoover’s Tennessee driver license. But having reviewed the correspondence concerning the request, it appears that this request is not coming from Mr. Hoover. And our office has not received proof of citizenship from the requestor. I have previously communicated directly with Mr. Kent Hoover, and he may of course choose to make a public records request to our office consistent with the Tennessee Public Records Act and the Tennessee Department of State Public Records Policy.
Given this basis for denial, our office has not addressed any other issued concerning this request.
