To Whom It May Concern:
Pursuant to the Tennessee Public Records Act, I hereby request the following records:
I am requesting all corporate documents on file for Elite Superfans, Inc., Secretary of State Control Number 001050946, from 9/12/2019 to present.
These documents could include:
1) Articles of Incorporation
2) Annual Reports
3) Notices of Determination
4) Dissolution
5) Applications for Reinstatement
I understand that certain records may be exempt from disclosure under the FOIA statute. If any part of this request is denied, please provide a detailed explanation for each denial, including the specific exemption(s) invoked.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.
Sincerely,
Kent Hoover, a citizen of Tennessee, in coordination with Roy Bivens.
From: Tennessee Secretary of State
Dear requestor,
Under the Tennessee Public Records Act and the Department of State Public Records Policy (which is based on the Model Tennessee Records Policy), Tennessee citizens may request public records. The Tennessee citizen must submit a copy of his or her Tennessee driver license or other acceptable ID to prove Tennessee citizenship. We deny the request because we did not receive proof of Tennessee citizenship.
By statute, our office must collect a fee of twenty dollars ($20.00) per entity for copying filed documents related to an entity. The most efficient way to obtain the documents is to follow the directions at the following link: https://sos.tn.gov/businesses/guides/order-copies-certificates, which will have you fill out a form and send in a check for $20.00 per entity. You can do this outside of a public records request. If you prefer to process this as a public records request, you may send a $20 check or money order to my attention along with a copy of your Tennessee driver license to show proof of citizenship, and I will process this request as an updated public records request.

Hello,
Please see attached. Thank you for your help with this request.
From: Tennessee Secretary of State
Dear requestor,
We received a copy of Kent Hoover’s Tennessee driver license.
Our office denies the request for two reasons. First, having reviewed the correspondence concerning this request, it appears that this request is not coming from Mr. Hoover. I having previously communicated directly with Mr. Kent Hoover, and he may of course choose to make a public records request to our office consistent with the Tennessee Public Records Act and the Tennessee Department of State Public Records Policy.
Second, as I mentioned in my August 15, 2024 email, by statute, our office must collect a fee of twenty dollars ($20.00) per entity for copying filed documents related to an entity, and the request seeks to have our office provide filed documents for an entity. We did not receive the required payment.
As I also mentioned earlier, the most efficient way to obtain the documents filed by an entity is to follow the directions at the following link: https://sos.tn.gov/businesses/guides/order-copies-certificates, which will have you fill out a form and send in a check for $20.00 per entity. This can be done outside of a public records request.
