To Whom It May Concern:
Pursuant to the Tennessee Public Records Act, I hereby request the following records:
A complete list of all users who have had an account for use of COPLINK software under the Tennessee Bureau of Investigation's contract with Forensic Logic, now ShotSpotter, since the date the contract was signed and the present date. Please include the name of each officer, their agency, rank, and badge number.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Per our pervious communication, this Office received your below public records request on January 23, 2023. It is our understanding you are seeking a list of all users with an account for use of COPLINK software, which includes the name of each officer, their agency, rank, and badge number. Upon review of your request and conferring with the applicable personnel, please be advised we do not have records responsive to your request. Pursuant to T.C.A. § 10-7-503(a)(4), a governmental entity is not required to "sort through files to compile information into a new record or to create or recreate a record that does not exist."
Accordingly, your request is respectfully denied.
