Pursuant to the Tennessee Public Records Act, I hereby request the following records:

A roster of all Tennessee Highway Patrol employees who have or had a CopLinkX user account between the initial signing of the contract and 3/31/2024. Please include the name of each officer, their rank, and badge number.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Good afternoon,

Due to the request below being received outside of state business hours, this request has been received today, April 1, 2024.

However, your request must be denied on the following grounds:

* The request failed to include requisite proof of Tennessee citizenship. See Tenn. Code Ann. § 10-7-503(a)(2)(A). See also McBurney v. Young, 133 S. Ct. 1709, 81 USLW 4276 (U.S. Supreme Court April 29, 2013.
* This Department is not required to create a record that does not exist. See Tenn. Code Ann. § 10-7-503(a)(4)

Additionally, the request below is very similar to one received by the Department on 11/13/2023, aggregated on 11/22/23, closed via letter by the Department on 1/8/24, and closed via email by the requestor on 4/1/24 (email instructing the Department to close the request was received outside of business hours on Sunday, 3/31/24). Be advised that repeated requests for the same records despite already receiving a response could constitute a disruption of government function in accordance with the Tennessee Public Records Act.
