To clarify, I am referring to a different program with a similar name that is referred to by the Texas Department of Public Safety and private contractors as "Project Rio", which is the installment of buoys barriers along the Rio Grande River. The state-funded project and related contracts were awarded to several private companies under Texas Government Code Section 418.017, the Governor's Disaster Declaration Operation Lone Star.
