From: Peter Andringa

To Whom It May Concern:

My name is Peter Andringa and I'm a reporter with the Financial Times and a U.S. citizen.

Pursuant to the Texas Public Information Act, I hereby request all records relating to relationships between Texas Department of Public Safety and any of the following providers of connected vehicle data aggregation services:

- Otonomo Inc (https://otonomo.io)

- Wejo (https://wejo.com)

- LexisNexis Risk Solutions (https://risk.lexisnexis.com/law-enforcement-and-public-safety)

- The Ulysses Group (https://theulyssesgroup.com/)

For *each* of the above companies, I request any and all:

- Invoices, purchase orders, and/or contracts for use, training, or access to company products and services

- Training materials and/or internal policies relating to the use of company products or services

- Public safety and/or privacy reviews related to the company products or services

- Written correspondence and/or attachments sent by email or letter between employees of Texas Department of Public Safety and representatives of the company

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Sincerely,

Peter Andringa

From: Peter Andringa

Dear Mr. Riemenschneider,

Thanks very much for your prompt, detailed, and attentive response to my request.

You are correct in your interpretation of "connected vehicle data": I am interested in understanding how the Texas Department of Public Safety uses data derived from internet-connected cars and interacts with companies providing such data products and services.

I appreciate your clarification question on LexisNexis Risk Solutions. While my initial request had hoped to obtain records related to *all* LexisNexis products, I understand that the company has a wide range of data services aimed at law enforcement. For the purpose of narrowing the specificity of this request, I would be happy to restrict your search to specifically records related to the company's "Vehicle Insights," "Telematics Exchange," or "Connected Car" services.

Additionally, to help reduce the breadth and effort of your search, I am happy to restrict the dates of my request to only records from January 1, 2021 to the present day.

To make searching for email records easier, I will request only correspondence between employees of the Texas Department of Public Service and email addresses under the domains of the companies mentioned (@otonomo.io, @wejo.com, @lexisnexis.com, and @theulyssesgroup.com).

If there is any other information or clarification I can provide, please let me know.

Thank you in advance for your help fulfilling my request,

Peter Andringa
