Pursuant to the Kansas Open Records Act (K.S.A. 45-215), I hereby request the following records:
Copies of all reports, lists, or databases detailing the number and/or status of lawsuits brought against the city's police department since 2004. This should include requests for, or documentation of, funds used to cover settlement agreements, court costs, or other expenses related to lawsuits.
This request should be construed to include any document submitted to, compiled by, or in any way maintained by the department that lists lawsuits brought against the department between 2004 through the present. If a document exists that contains the requested information for some, but not all of the above mentioned years, please include that/those document(s).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Although our letter to you dated January 29 advised we would have a response to your request today, more time is needed for your request regarding lawsuits brought against the City of Topeka Police Department since 2004.
Please be advised that there is no single document that comprehensively lists the litigation you seek. We are attempting to compile the data from various sources. Staff estimates at least four (4) hours would be needed to research, gather, and review the case list. Topeka Municipal Code § 2.20.110 establishes a research fee of thirteen dollars ($13.00) per hour. Thus, the total cost of fulfilling this request is fifty-two dollars ($52.00). If you would like us to move forward with compilation of this list, please submit your payment to the City of Topeka for that amount and to the attention of the City Attorney's office. Payments by phone can be made through the City Clerk's Office at (785) 368-3941.
Attached, please find copies of two city ordinances regarding the funds used to cover legal expenses related to lawsuits against the city.
