Of course, in order for my study to be fully finalized, I need official reports prepared and recorded by you. I would be very grateful if you could help me with this. I would also like to emphasize that this study will not be used for any other purpose.
Sincerely regards
Gulseda H. Celebi

Thank you for your inquiry regarding the status of your Freedom of Information Act/Privacy (FOIPA) request. A review of your request has determined the following:
The request is presently in Initial Processing, where the assigned analyst is searching for, retrieving and reviewing potentially responsive records.

Requests are processed in the order in which they are received through our multi-track processing system, and the FBI receives a voluminous amount of requests on a daily, weekly, monthly, and annual basis. Requests are divided into two primary tracks--simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Our complex requests are further divided into small (51-250 pages), medium (251-500 pages), large (501-4,999), and extra-large (over 5,000 pages) sub-tracks. Simple track requests typically require the least amount of time to process. The more potentially responsive pages a request has, the more complex it becomes, greatly increasing the time required for processing. Generally, the larger the file, the longer it takes to process.

The search for responsive records is ongoing for your request, so we do not yet know into which track it will fall. The estimated date of completion is therefore based on the average processing time of complex requests in the large processing track. Accordingly, the estimated date on which the FBI will complete action on your request is 2,010 days from the date the FBI opened your request. Once the search has been completed, you may request an estimated date of completion.

Additional information regarding the Freedom of Information Act/Privacy is available at http://www.fbi.gov/ or http://www.fbi.gov/foia/. If you require additional assistance please contact foipaquestions@fbi.gov.

When I follow up my request, I see a statement that says "previously requested documents". That's right, someone has requested these documents before and received them from you. Therefore, my request can be finalized in a shorter time. In all sincerity, I would not be so insistent if it was not urgent.

From: Gülseda H. Çelebi

Greetings,
First of all, I would like to extend my sincerest regards to your esteemed organization. On April 18, I applied to your institution and requested documents related to the murders of Mehmet Baydar and Bahadır Demir. My document request was approved and an acceptance letter was sent. But I still have not received the documents. The process should go faster as the documents I am asking for are documents that have already been requested by others. As I am working on a thesis, I need the documents as soon as possible. You can be sure that I would not be so insistent if it were not urgent. If you can help me with this, I will be grateful to you.

Yours sincerely
Gulseda H. Celebi

Valuable institution

Hello again, I realize how tiring it is for both parties to write about the same issue over and over again. But it is also obvious that the application I made on April 18 is moving very slowly. I need to prepare a report on my thesis work in the coming weeks and I cannot do that without the relevant documents. It shouldn't take this long to find and process documents that have already been sent to others. The current situation is that an expert is expected to be appointed but I don't have much time left. Please let's complete this process now, I expect this from your valuable and reputable institution. I keep getting automatic answers but there is no progress. I am really worn out in this process, let it reach a conclusion. I am definitely not reproaching, I am just writing these lines as a graduate student in the thesis stage.

Sincerely yours...

Thank you for your inquiry regarding the status of your Freedom of Information Act/Privacy (FOIPA) request. A review of your request has determined the following:

The request is presently awaiting assignment to a Disclosure analyst who will then review the records to determine if any redactions are required pursuant to subsections of Title 5, U. S. Code, Section 552 and 552a.

You may check the status of your request online at http://vault.fbi.gov by clicking on the ‘Check Status of Your FOI/PA Request’ link. Online status reports are updated weekly.

Requests are processed in the order in which they are received through our multi-track processing system. Requests are divided into two primary tracks-simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Complex requests are further divided into small, medium, large, and extra-large sub-tracks based upon request size. Simple track extra-small requests typically require the least amount of time to process. Currently, simple track cases average approximately 230 days from the date of receipt for processing. Our complex requests in the small processing track are currently averaging 1,085 days, medium processing track are currently averaging 1,310 days, large processing track are currently averaging approximately 2,010 days, and extra-large processing track are currently averaging 2,370 days for processing.

Your request is currently in the [complex] request [small] processing track, and the estimated date of completion for your request is [April, 2027]. If your request is considered a complex track, considering reducing the scope of your request may accelerate the process as it could potentially place your request in a quicker processing track. This may also reduce any search and duplication costs, if applicable, and allow for a more timely receipt of your information.

If you wish to discuss reducing the scope of your request, please indicate so and a representative will be in contact.

Valuable institution,

I understand what you mean, but these documents have already been reviewed and shared with other people. They have even published TV series and books in Turkey using the documents. The names of the people involved, the books they have written and the movies they have made are as follows.

[TV Series]
1973: Biltmore Murder (Producer: Fatih Mahmut Altay)

[Book]
The Hate Trap
The Anatomy of a Forgotten Assassination (Writer: Haluk Şahin)

You have already reviewed the documents in time and sent them to these names, so this censorship process should not take this long. Please let's not prolong the process this long. I also need to start my thesis work. I have no doubt that the Federal Bureau is meticulous and diligent, but it can do better.

Yours sincerely

From: Gülseda H. Çelebi

Greetings,
Unfortunately, I have not received a satisfactory answer to the issue I have repeatedly raised to your esteemed institution. The documents I requested were previously given to other applicants whose necessary procedures were completed. Therefore, the necessary procedures for the documents I requested have already been completed. In my previous message, I stated to whom they were sent. I have to officially declare my thesis position within this week. I will be very grateful if we can now move on to the stage of transferring the documents. I have been waiting for 5 months. I thank you in advance for your help and interest.
Best regards...

Your copy and paste answers are getting really boring. For 5 months I have been waiting for documents from you, why are you trying so hard not to send me the documents you gave to two people before me? My future is also at stake and I have applied with confidence in the sensitivity of the Federal Bureau. I would like to remind you that the two valuable people who were murdered are citizens of my country and you have a responsibility to share the documents. I do not want to jeopardize my academic career with your automated messages. Please let a human read what I write, not a robot. I also request the documents you gave to Fatih Altay and Haluk Şahin. The documents sent to these names have already been examined by your GIS expert. Why do you need to re-examine documents that have already been examined? I would like to respectfully ask you this. I have been trying to explain this to you for 5 months. Send the documents now, let's not prolong the process by using the procedure as an excuse. If two people can get these documents from you and prepare a movie and a book, I have the right to access these documents, let me show my respect and love for our diplomats in my academic work. These are my last words, I hope I have explained the sensitivity of the issue.
best regards
