I am seeking records and warrants for electronic surveillance and fusion center surveillance at State of Illinois fusion centers (Chicago - CPIC, and Springfield-STIC), Contracts, Transportarion logs for aircraft (helicopters, planes, drones, satellites) within Kankakee County, Illinois specifically the cities of Kankakee, Illinois, Bradley, Illinois, Bourbonnais, Illinois flying above around my home (362 Stratford Court, Bourbonnais, Illinois, 60914), job (285 N. Schuyler Avenue, Kankakee, Illinois, 60901), family homes, and while out in public venues in Kankakee County Illinois, any electronic or paper documents for which I am and have been placed on relating to the Joint Terrorism Watch List, written or oral agreements for the monitoring and electronic surveillance, fusion gps tracking, notes on the conversations and communications with invoices, payment records, directives, memorandums, emails, paper, or electronic correspondence between the State of Illinois Government, Department Of Healthcare and Human Services, Department Of Defense, Department Of Justice, Department Of Homeland Security, FAA, Office of Government Information Services, CIA, NSA, NASA, US Air Force Space Command, US Air Force Vandenberg Base and Western Test Range, Illinois Board of Higher Education (University of Illinois (Chicago, Springfield, Urbana Champaign, Northwestern Illinois University, Brown University) , University of California Berkeley. I have been severely and aggressively stalked, harassed, monitored, and surveillanced by black helicopters, white helicopters with red on them, planes, drones, everywhere I go throughout my county of Kankakee County Illinois. As a requestor of the FOIA documents, I can provide factual physical evidence via photos, videos, witnesses; and also provide evidence that that the harassment, stalking, monitoring, surveillance, are a direct result of the partnership between the State of Illinois and the Department Of Defense , Military, Military Contractors, Military Research Laboratories, Military Research Universities, Military funded Technology Institutions and Biomedical Institutions as of 2016, which is when my Harassment, Stalking, Monitoring, and Surveillance, workplace bullying and attacks began while employed for the State of Illinois Department of Human Services Kankakee County .

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is a request for records under the provisions of the Freedom Of Information Act and Privacy Act. Please process this request under both statutes to release the maximum number of records.
I request copies of all electronic videos and documents, files, correspondence, or other records pertaining to the National Security Administration, Department Of Defense, DARPA Offices, the State of Illinois Government , DARPA Office of Science and any Department of Defense/DARPA Funded academia universities conducting research on behalf of DARPA, DARPA Office of Science, DOD, and the NSA. The Defense Department will issue 23 awards totaling $162 million over the next five years to academic institutions to perform multidisciplinary basic research.

The Multidisciplinary University Research Initiative program, or MURI, supports research by teams of investigators that intersect more than one traditional science and engineering discipline in order to accelerate research progress, said Melissa L. Flagg, deputy assistant secretary of defense for research.

Most of the program's efforts involve researchers from multiple academic institutions and academic departments. Based on the proposals selected in the fiscal year 2016 competition, 54 academic institutions are expected to participate in these 23 research efforts.
The highly competitive MURI program complements other DoD basic research efforts that support traditional, single-investigator university research grants by supporting multidisciplinary teams with larger and longer awards in carefully chosen research topics identified for their potential for significant and sustained progress.
MURI awards provide strong support for the education and training of graduate students in new, cutting-edge research. In addition to university research, DoD also supports basic research at its laboratories and in industry.

“Over the past 30 years, the DoD’s MURI program has resulted in significant capabilities for military forces and opened up entirely new lines of research. Examples include advances in laser frequency combs that have become the gold standard in frequency control for precision in navigation and targeting; atomic and molecular self-assembly projects that have opened new possibilities for nano-manufacturing; and the field of spintronics, which emerged from a MURI award on magnetic materials and devices research.”

Recently the strategy to quickly leverage the basic research advances in MURI awards for new capabilities has focused on early engagement with industry through the Office of the Secretary of Defense MURI annual program reviews. This year, for the first time, a collaboration with the National Science Foundation’s NSF Innovation Corps program will provide entrepreneurial training for selected MURI team members, she added.

The Army Research Office, the Air Force Office of Scientific Research, and the Office of Naval Research solicited proposals in 21 topics important to DoD and the military services and received a total of 270 white papers, which were followed by 88 proposals, Flagg said, noting that the awards were selected based on merit review by a panel of experts and are subject to successful negotiation between the institution and DoD. The awards are for a five-year period subject to availability of appropriations and satisfactory research progress.

You listed the following topics for these records: RFID chips, nanotechnology implantation, EMF RF Microwave Scalar-Directed Energy Weapons, and communication systems, integrated circuit systems, military computer software equipment, and warfare technology.
The National Archives and Records Administration (NARA) is the repository for documents and materials created in the course of business conducted by agencies of the Executive branch of the United States Federal government. We estimate that less than 5% of these records are retained permanently for legal or historical purposes. Federal agencies usually transfer their permanent records to NARA no earlier than 15 years from the date of creation, but we receive many well after 30 years from the date of creation. The time period for which you are looking for records is too recent for any such federal agency records to be in our legal custody.
