Pursuant to the Freedom of Information Act, I hereby request the following records:
Records relating to Anatoliy Mikhaylovich Golitsyn (Анатолий Михайлович Голицын; born August 25, 1926 - December 29, 2008), a Soviet KGB defector to the United States. He was known as "Ivan Klimov" when the Soviet embassy in Helsinki, Finland as vice counsel and attache. Please include copies of and records relating to what Golitsyn described as "Memoranda to the Central Intelligence Agency." Additionally, include records relating to his books, "New Lies for Old" and "The Perestroika Deception." Please include, but do not limit the response to, records relating to the alleged 1967 failed plot against Golitsyn by the KGB in Canada and any other attempts to assassinate, discredit or neutralize Golitsyn.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am appealing the denial in its entirety on the basis that b6 and b7C do not apply to dead people. Proof of death was provided, and the Bureau is also familiar with the subject's death. Claims to the contrary are absurd and clearly made either in bad faith or as the result of incompetence.
