It has now been over three months since I have sent and re-sent this FOIA request. If it will help receive an acknowledgment of the request, I am willing to refer the matter to the FOIA Ombudsman or a judge.
I very eagerly look forward to your legally required response and fee estimate. (I will, as always, gladly agree to duplication costs once a page estimate has been determined as there is no legal requirement to agree to unknown duplication costs before a search has been even been attempted.)

I am appealing the Agency's constructive denial of this request by failing to acknowledge it or provide a confirmation number after more than a year and dozens of documented attempts to follow-up.
From: Central Intelligence Agency
An interim response, stating the request is being processed.
From: Emma Best
When did CIA's policy change to ignore the right to appeal constructive denials? I am entitled to sue over a constructive denial and CIA's FOIA office has confirmed the right to appeal this before (per https://www.cia.gov/library/readingroom/docs/CIA-RDP83M00914R001800090067-5.pdf), so I'd like very much to hear when this new regulation took place where you ignore the statutory time limits and would rather have someone file a lawsuit, as is their right over a constructive denial, than appeal with you directly when you have failed to acknowledge receipt of the original FOIA request for over a year a half (per https://www.muckrock.com/foi/united-states-of-america-10/angleton-post-cia-work-22830/) or to inform me of an estimated completion date, etc.
