From: Jacob Harris
To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
I am writing to request documentation that was provided / approval of an Authorization to Operate (ATO) for the Government-Wide Email System (GWES) that was installed at OPM between January 20, 2025 and January 23, 2025 (when it was used to send an email). Since ATO approval usually takes months, I expect there will be no document, but I would like to confirm. I would also like to request a Risk Acceptance Memo (RAM) or whatever language OPM might use to designate a document signed by the CIO of OPM to confirm he will accept the risks of operating the GWES on production even if it does not have an ATO
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Jacob Harris
