This is a request under the Freedom of Information Act. I hereby request the following records:

Documents related to the employment record and/or biographical information of Bertha Heiges, who painted some 600 pomological watercolors in the NAL collection in the late 19th and early 20th centuries.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is in response to your Freedom of Information Act (FOIA) request dated November 22, 2015, for information concerning the U.S. Department of Agriculture (USDA) pomological watercolors collection. Your request was received in this office on November 23 and assigned FOIA No. 2016-REE-00908-F.

Specifically, you requested:

employment record and/or biographical information of Bertha Heiges, who painted some 600 pomological watercolors in the NAL collection in the late 19th and early 20th centuries.

The National Agricultural Library Special Collections staff reviewed all files and documents related to the USDA Pomological Watercolor Collection and found no biographical or employment information on artist Bertha Heiges. In instances where no records exist that are responsive to an FOIA request, we are required to inform requesters that they have a right to appeal that determination administratively by writing to the Administrator, ARS, USDA, Room 302-A, Jamie L. Whitten Federal Building, 14th & Independence Avenue, SW, Washington, DC 20250. The appeal must be received by that office within 45 days of the date of this letter. The phrase "FOIA Appeal" should be placed in capital letters on the front of the envelope containing the appeal.

Because personnel records of former employees are maintained by the National Archives and Records Administration (NARA), you may want to submit a FOIA request to NARA for this information.
