The billing records for all livestock permitees on national forests or national grasslands in Region 1 for the year 2024.

I am a reporter for High Country News.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Regarding the records you are seeking, you are asking for the billing records for Region 1 grazing permittees. In lieu of the actual billing records that would take a long time to produce and review, I can provide a database pull with all the pertinent information. Would this fulfill your request, and would you be willing to limit the scope of your request to this database pull?

Hi Jimmy,

I tried dumping the pdf to excel and it looks good, but it may not be the easiest for data analysis. Attached. The regional range manager was able to pull a spreadsheet but it didn’t have all the same data points as the pdf. Might have to do some copy-paste from the first to the second. I notice the very first entry from the pdf is missing, which might be due to it having a date issued in 2023 vs 2024.

Let me know if that works for you.

Permitted use for grazing would be for both # of animals, and dates on/off. I’ve attached that info for 2024. We’re providing this under a new case number (2025-FS-R1-01351-F) since it’s more than you asked for in your previous request.

Thanks so much. By the way, I wanted to check, can you clarify what billing year Forest Service uses for its rangeland billing? I know BLM goes from March to February, and we wanted to check to see if USFS works on the same time frame? Also, does the agency use the NRM system across all regions for billing purposes?

Just like BLM, the USFS grazing fees take effect March 1 of every year.

Yes, NRM is the database system used across all regions for billing.
