This is a request under the Freedom of Information Act. I hereby request the following records:
Contract with Prox Dynamics AS to develop the Black Hornet Personal Reconnaissance System (PRS).
According to Military Aerospace (http://www.militaryaerospace.com/articles/2013/10/helicopter-micro-uav.html):
"Officials of the Army Contracting Command in Natick, Mass., are awarding a $2.5 million contract to Prox Dynamics AS of Nesbru, Norway, to develop the Black Hornet Personal Reconnaissance System (PRS) -- a one-pound force-protection micro UAV for soldiers and small infantry units."
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Good Afternoon Mr. Musgrave,
I just wanted to provide a follow up on this request. I apologize for the delay in response, but my office is experiencing a large backlog at this time due to a loss in several personnel. Therefore, I am processing requests on a first in first out basis in accordance with 32 CFR Part 518.8(d)(1).
Your request is for a Natick contract that I am assisting with the tracking of. As soon as I find out exactly where in the process your request is, I will provide you with another email and an estimated completion date.
Your request involves records that were obtained from a non-government source (i.e. a contractor). The law requires the government to provide the contractor with the opportunity to present its argument on the legal and substantive issues involved prior to making an agency determination. Furthermore, 32 Code of Federal Regulations, Part 518.16(l) states,
When a request is received for a record that falls under [FOIA]
exemption 4, that was obtained from a non-U.S. Government sources,
or for a record containing information clearly identified as having
been provided by a non-U.S. Government source, the source of the
record or information [also known as “the submitter” for matters
pertaining to proprietary data under 5 U.S.C. 552, FOIA Exemption (b)(4)
and E.O. 12600], shall be notified promptly of that request and afforded
reasonable time (14 calendar days) to present any objections concerning
the release…
