This is a request under the Freedom of Information Act. I hereby request the following records:
A copy of the contract between Booz Allen Hamilton and U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland regarding work for the Royal Saudi Land Forces. The contract was announced by the Department of Defense on Sept. 8, 2014 and is referenced here: http://militaryedge.org/articles/booz-allen-hamilton-awarded-43-million-support-saudi-abrams-tanks/.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I have assigned your FOIA request RDECOM FOIA #FA-15-0052. Due to the nature of the document and its commercial value, your request for a fee waiver is denied. You will be categorized as a member of the media and not charged for search or review time. I will notify you of any processing fees as soon as they are calculated.
Your request involves records that were obtained from a non-government source (i.e. a contractor). The law requires the government to provide the contractor with the opportunity to present its argument on the legal and substantive issues involved prior to making an agency determination. Furthermore, 32 Code of Federal Regulations, Part 518.16(l) states,
When a request is received for a record that falls under [FOIA]
exemption 4, that was obtained from a non-U.S. Government sources,
or for a record containing information clearly identified as having
been provided by a non-U.S. Government source, the source of the
record or information [also known as "the submitter" for matters
pertaining to proprietary data under 5 U.S.C. 552, FOIA Exemption (b)(4)
and E.O. 12600], shall be notified promptly of that request and afforded
reasonable time (14 calendar days) to present any objections concerning
the release...
Due to EO 12600 which requires additional processing time than a simple FOIA request, as well as a high volume of FOIA requests received by this office, we will process your request on a first in, first out basis in accordance with 32 CFR Part 518.8(d)(1). I placed your request in the complex request track and anticipate sending a formal response by March 6, 2015. Please note, if submitter objections are made, additional processing is required and will push back this date 2-3 weeks.
