The FOIA request #18-0096-F, Initial agency decision (IAD) letter dated November 7, 2017 was sent out and assigned an USPS tracking number 9171999991703305723406. The USPS tracking showed that the package was delivered on November 13, 2017 at 1:18pm.

The package contained the IAD letter and CD.

The second half was related to what repairs or retrofits have been made to building 4 to correct this earthquake risk that was assessed in the provided report. I have quoted the original request and removed the completed part of the request.
