Dear Mr. McCarter:
This letter acknowledges receipt of your electronic Freedom of Information Act (FOIA) request to the Department of Veterans Affairs (VA) dated September 1, 2017, in which you are seeking all records related to assessment of earthquake risk and repairs or retrofits related to correcting earthquake risk for building 4 Palo Alto VA.
The FOIA Service received your request on September 1, 2017, and assigned it FOIA tracking number 18-00796-F. Please refer to this number when communicating with the VA about this request.
The court has sanctioned a practice of generally handling backlogged FOIA requests on a "first-in, first out" basis. The electronic FOIA amendments authorizes agencies to promulgate regulations providing for "multitrack processing" of their FOIA requests. The VA has a decentralized FOIA system, and each Administration may use two or more processing tracks to distinguish between simple and more complex requests. Hello Mr. McCarter,
The FOIA request #18-0096-F, Initial agency decision (IAD) letter dated November 7, 2017 was sent out and assigned an USPS tracking number 9171999991703305723406. The USPS tracking showed that the package was delivered on November 13, 2017 at 1:18pm.
The package contained the IAD letter and CD.

Thank you for sending the documents related to assessments for earthquake risk. These documents satisfy that part of the request. The second half was related to what repairs or retrofits have been made to building 4 to correct this earthquake risk that was assessed in the provided report. I have quoted the original request and removed the completed part of the request.
