Please provide a list of all known vendors at the Burning Man event for 2014,2015,2016,2017. Please provide information about any monies paid by the vendors to the Federal government.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Hello, in your last letter you said that I am entitled to 100 pages of photocopying and 2 hours search time for free. However, the estimate of cost is $258. There are only about 100 vendors to the Burning Man event, so the list of them cannot be more than 100 pages long. All vendors are required to obtain a permit from BLM and pay 3% of their revenue to the BLM, so the list of them should be readily available and not be difficult to compile. Burning Man is the largest event held on Federal land, so this is not some obscure event to the BLM, it is the #1 event.

Can you please explain the justification for estimating this FOIA request to cost $258? In 2014 David Freiberg at the Winnemucca field office offered to provide me this information for free.

Hi Mr. Outtrim,

In regard to your question on the fee estimate I was informed the
Winnemucca District Office is lacking both a Burning Man Outdoor Recreation
Planner and Burning Man Project Manager; both positions which were occupied
at the time David Freiberg compiled this information.

The estimate is a based on the employees current familiarity with the files
and an employee having to search through vendor files to produce a list
and/or make a copy of a form which contains the information you seek - we
will choose whichever option takes the least amount of time.

The cost estimate does not include any pages as the cost was based upon an
employee searching for under 100 paper records.

As a note, in my experience, the cost estimate is usually higher than the
final bill.

As stated in the letter, you may ask us to process your request up to a
certain amount in fees.
