Records mentioning or describing PLA Unit 61398 AKA BYZANTINE CANDOR, APT1 (Mandiant), Beijing Group (Secureworks), Comment Crew/Comment Group, Comment Panda (CrowdStrike), Elderwood Group (Symantec), Shanghai Group (Secureworks), Sneaky Panda (CrowdStrike) and TITAN RAIN III. You may limit this search to records generated since January 1, 2002.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hi Emma,
Not unlike the BYZANTINE FOOTHOLD request, the ask for any/all records and the span of nearly 20 years is problematic because it is impermissibly broad. The FOIA requires that a requester provide a reasonable description of the records sought, to enable the DoD Component to locate the records with a reasonable amount of effort. As worded, this request does not enable an organized, non-random search.
If you can provide additional information regarding specific records you are seeking, we will do our best to accommodate your request.
