Any and all records including, but not limited to video and audio records relating to any interaction between Jose Zacarias Marroquin and officials from Immigration and Customs Enforcement or between Jose Zacarias Marroquin and staff of Lasalle Correctionsin Richwood Correctional Center on October 11, 2019.
2. Any reports or documents regarding use of force at Richwood Correctional Center on October 11, 2019.
3. Any communication sent to or from the New Orleans ICE Field Office containing the following the following terms “Jose Zacarias Marroquin,” “Jose Zacarias,” “Jose Marroquin,” " “choke,” “throat,” “Richwood,” or “Lasalle Corrections” between October 11, 2019 and December 8, 2019.
4. All video recordings of “A dorm” or “A bunk” in Richwood Correctional Center between 11:00am and 11:00pm on October 11, 2019.
5. Documents identifying the persons present in “A dorm” or “A bunk” of Richwood Correctional Center between 11:00am and 11:00pm on October 11, 2019.
6. Documents identifying the persons present in the medical unit of Richwood Correctional Center between 11:00am and 11:00pm on October 11, 2019.
7. Any written reports from ICE employees working at Richwood Correctional Center on October 11, 2019.
8. ICE's 2011 Performance Based National Detention Standard Section 2.15(I))12) states that "Telephonic notification to the Field Office Director shall occur as soon as practicable. Documentation shall be submitted to the Field Office Director within two business days via an ICE-approved form or equivalent, of any use-of force incident involving an ICE detainee. Appropriate documentation shall be maintained when physical force is used." Please include all of this documentation.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Due to the increasing number of FOIA requests received by this office, we may encounter some delay in processing your request. Per Section 5.5(a) of the DHS FOIA regulations, 6 C.F.R. Part 5, ICE processes FOIA requests according to their order of receipt. Although ICE’s goal is to respond within 20 business days of receipt of your request, the FOIA does permit a 10- day extension of this time period. As your request seeks numerous documents that will necessitate a thorough and wide-ranging search, ICE will invoke a 10-day extension for your request, as allowed by Title 5 U.S.C. § 552(a)(6)(B).
