Pursuant to the Freedom of Information Act, I hereby request the following records:
On page 24 of the book "Circle of Treason" by former CIA employees Sandra Grimes and Jeanne Vertefeuille, which was cleared for publication by the CIA Publications Board, there is discussion of a CIA report on Soviet Committee for State Security (KGB) "Illegals" operations by Ruth Ellen Thomas. This report was issued "in the same time frame" as 1971. I would like a copy of this very important historical report. The successor organizations to the KGB, the Russian Federal Security Service (FSB) and Russian Foreign Intelligence Service (SVR) continue to use "Illegals" operations against the United States and this report will be highly useful for the study of these operations. If there are any fees for copying this report I would like them waived for the reasons listed below:
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
