Correspondence records: operation to capture of Joaquin Guzman Lopez and Ismael Zambada, July 25, 2024

Pursuant to the Freedom of Information Act, I hereby request the following records:

Copies of correspondence to and from the ONDCP documenting the operation that delivered Joaquin Guzman Lopez and Ismael Zambada to the United States for arrest on July 25, 2024.

These records would be contained within the system of records with the name "Correspondence Management systems (CMS) for the Office of National Drug Control Policy (ONDCP)" and number "ONDCP/001."

Records could be identified by a search for records dating from July 12 to July 26 which are responsive to the following text strings:

"Joaquin Guzman Lopez" also known as "Guero Moreno" and "Guero"
"Ismael Zambada" also known as "El Mayo" or simply "Mayo."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I formally appeal the decision of the Office of National Drug Control Policy in FOIA# 2024209 ("operation to capture of Joaquin Guzman Lopez and Ismael Zambada, July 25, 2024").

I must express skepticism that there are no communications either sent or received by the Office regarding the arrest of two persons named in the 2024 National Drug Threat Assessment. Further, the ONDCP produced at least one public statement regarding the arrests, indicating it was notified of the arrest and had prepared comments. My prayer for relief is that the Office conduct a proper search and return responsive material.
