To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

I am writing to request records under the Freedom of Information Act (FOIA), 5 U.S.C. § 552, in relation to the manhunt and apprehension of Danilo Souza Cavalcante, incorrectly referred to as Danelo in court records and media outlets.

I am Nik Hatziefstathiou, a representative of AtNight Media, a news organization that disseminates information to the public. We reach over 15 million readers and viewers monthly. This request is not only of significant public interest but also carries immense urgency given the dangerous nature of the escaped prisoner.

Specifically, I am requesting:

• All video and photo sightings of Danilo Souza Cavalcante during the manhunt from August 31, 2023, to September 13, 2023.

Background on Subject:

Danilo Souza Cavalcante is a Brazilian national accused of murder in Brazil and a convicted murderer in the U.S. state of Pennsylvania. He escaped from Chester County Prison on August 31, 2023, and was apprehended on September 13, 2023, following a 14-day manhunt. His escape and the subsequent manhunt have not only garnered global attention but have also posed serious public safety concerns, thereby accentuating the public’s right to know.

If this request is unclear, please contact me to allow revisions rather than deny the request. Similarly, if the requested data are available only in part, please fulfill the portion of the request that is available rather than denying it in full. For example, notes or reports are available/subject to release but personal identifying information are not, reply with the report summary and omit sensitive information.

Given the immense public interest and concern regarding this matter, I request that you expedite this request and waive any fees associated. Should you decline to waive fees, please inform me of the estimated costs in advance.

I expect your response within the 20 business days as mandated by FOIA. Failure to comply within the time frame could be subject to legal actions under the provisions of FOIA.

Thank you for your immediate attention to this urgent and highly significant matter.

Sincerely,

Nik Hatziefstathiou

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
