This is a request for records pursuant to the FOIA. I hereby request the following records for Track 1 expedited processing:
Any and all records including but not limited to final reports, emails, memorandums, and referrals pertaining to any and all closed investigations conducted by your office of the Delaware Valley Intelligence Center located in Philadelphia, PA.
Any and all responsive records sought should relate to allegations, substantiated or not, into criminal, civil, and administrative misconduct involving DVIC employees, contractors, grantees, and programs, and include investigations or inquiries that resulted in criminal prosecutions, fines, civil penalties, administrative sanctions, and personnel actions.
The time frame for this request includes any and all responsive records from 1 January 2007 up to and including the date this request is officially processed.
I believe this request merits expedited processing because I am a member of the news media, and the Delaware Valley Intelligence Center purportedly plays a significant role in public safety efforts. As such, there is a compelling need to expedite because the public has an inherent and timely interest in any matters concerning the DVIC that rise to the level of criminal, civil, or administrative misconduct or mismanagement. As a member of the news media, I intend to disseminate that information, free of charge, to the general public.
I am certainly willing to working with your office to narrow the scope of this request, should you require, in order to expedite.
I certify that my statements concerning the need for expedited processing are true and correct to the best of my knowledge and belief.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
