Pursuant to the Freedom of Information Act, I hereby request the following records:

On March 2nd, 2020m DHS's Science and Technology Directorate published an open call for a "2020 Biometric Technology Rally" with respect to facial recognition technology. Information about this Biometrics Rally can be found on DHS's website at https://www.dhs.gov/science-and-technology/news/2020/03/02/news-release-st-announces-third-biometric-technology-rally

We seek copies of all white papers submitted to DHS's S&T for the Biometric Rally, as described on the testing website (source: https://mdtf.org/Downloads/Rally3_Announcement_Webinar_19MAR2020.pdf )

The white papers should should include the following from the vendors:

Brief overview of provider
Contact information
Overview of the Acquisition System including "a description of the complexity and maturity of the Acquisition System"
Descriptions of the imagery acquired by the system
Description of user interaction with the system
System safety information

The vendors are also asked to send an optional video of up to 2 minutes of video demonstrating your system in use. Where available, we request a copy of those records.

We request a copy of all emails received by DHS's S&T for the Biometric Technology Rally. Please search at minimum the following email address but do not limit your search to only peoplescreening@hq.dhs.gov.

We request documents sufficient to show all vendors which sent finalized, completed packets to DHS's S&T division for the 2020 Biometric Technology Rally.

Additional Instructions
The requests that all fees incurred in connection with the attached request to your agency be waived, because “disclosure of the information is in the public interest and is not primarily in the commercial interest of the requester.” 5 U.S.C. §552 (a)(4)(A)(iii). See below for further justification for our fee waiver request. Open The Government is a government accountability non-profit whose work contribute to the public understanding of the function of the Federal government.

If any of the material covered by this request has been destroyed or removed, please provide all surrounding documentation including, but not limited to, a description of the action taken regarding the materials and justification for those actions taken. For any documents or portions you deny due to a specific FOIA exemption, please provide a Vaughn Index (Vaughn v. Rosen, 484 F.2d 820, 827 (D.C. Cir. 1973), cert. denied, 415 U.S. 977 (1974)), including a detailed justification of your grounds for claiming such exemption and explanation of why the exemption is relevant to the document or portion of the document withheld.

To the extent that some documents may be exempt under 5 U.S.C. §552 (b), we request that you release you segregate non-responsive documents and release the rest.
