Any documents which pertain to direct energy weapons (DEW) being tested or used on United States citizens.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Any documents which pertain to direct energy weapons (DEW) being tested or used on United States citizens.
It is this office's responsibility to advise you that your request remains unperfected and in fee dispute status, in that this office has not come to an agreement with you concerning recoverable fees and costs authorized in accordance with your requester status under the FOIA. From our research MuckRock appears to be an organization which assists anyone in filing governmental requests for information through the Freedom of Information Act, then publishes the returned information on your website. MuckRock apparently has merged with DocumentCloud an open-source software service platform that allows users to upload, analyze, annotate, collaborate on and publish primary source documents. You provide that information per customer accounts. Those accounts include for profit accounts. You appear in essence to be a commercial information warehouse. Obviously there are differences in the cost of a FOIA request depending on your status under the FOIA guidelines. Accordingly, this office is providing you this opportunity to provide us information justifying another FOIA requester status other than commercial, for our final analysis to determine your status.
Can you provide clarification?
Please provide a named person POC and respond back NLT July 6, 2018 or this office will determine final requester status without your input. Please reference NAVSPECWARCOM FOIA No. 18-224 in your response.
