Pursuant to the Freedom of Information Act, I hereby request the following records pertaining to the Defense Innovation Unit's open solicitation for credibility assessment technologies:
1) The bid packages, including all supporting material, submitted by Presage and Altec in response tot he credibility assessment technologies open solicitation. Presage and Altec were selected for prototyping according to the DIU's publci statement: https://www.diu.mil/latest/department-of-defense-defense-innovation-unit-announce-polygraph-effort-to.
2) Research results regarding the accuracy and/or effectiveness of the Presage and Altec technologies produced by DIU or provided to DIU by academic partners or other third parties as part of the credibility assessment prototyping project.
I ask that all fees be waived as I am a journalist employed by Gizmodo and intend to use the requested records to publish articles in the public interest that meaningfully increase the public's understanding of important government operations. This request is not being made for any commercial purpose.
If you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation of the employee hours required to fulfill the request.
If you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
