To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
In the United States, the Federal Bureau of Investigation defines “eco-terrorism” as “the use or threatened use of violence of a criminal nature against innocent victims or property by an environmentally-oriented, subnational group for environmental-political reasons, or aimed at an audience beyond the target, often of a symbolic nature.” (https://archives.fbi.gov/archives/news/testimony/the-threat-of-eco-terrorism)
In this vein, I request records relating to the following US organizations that have been accused of eco-terrorist activity: Animal Liberation Front (ALF), the Earth Liberation Front (ELF), Greenpeace, the Sea Shepherd Conservation Society, People for the Ethical Treatment of Animals (PETA), Earth First!, The Coalition to Save the Preserves, and the Hardesty Avengers.
Please conduct a search of the Central Records System, including but not limited to the Electronic Surveillance (ELSUR) Indices, the Microphone Surveillance (MISUR) Indices, the Physical Surveillance (FISUR) Indices, and the Technical Surveillance (TESUR) Indices, for both main-file records and cross-reference records that mention the above organizations.
Please include documents that could include but are not limited to: criminal profiles, reports, investigations, and relevant internal communications to the aforementioned groups both paper and digital (such as emails, text messages, PDF documents, word processing or slide documents, and spreadsheets).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes. It will be used in the course of reporting for Motherboard, VICE’s science and technology website (www.motherboard.vice.com).
