The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

To Whom It May Concern:

This is an appeal of FOIA request 1646814-000. I am appealing the integrity of the search performed, as well as the decision to deny my request by characterizing an FBI employee as a "third party individual", which contradicts prior releases of personnel records to myself (1546242-000, 1599651-000 among others) and other requesters, where they were processed the same as any other request. Additionally, the FBI's acknowledgement of Elias Williams as an FBI employee by his inclusion in the Dead List cited in my original request invalidates a "Glomar response" such as the one sent to me on September 18, 2024. Please conduct a new search for responsive records.
