Copies of internal presentations, reports, studies, memorandum, or proposals created or received by US Strategic Command - USSTRATCOM concerning software developed by The Tor Project, Inc., including but not limited to:
- Tor
- Tor Browser
- Tor bridges
- Tor onion sites (v2 or v3, sometimes called "darkweb" or "darknet" sites)
- Tor onion services (v2 or v3, sometimes called "hidden services")
- Tor bandwidth authorities or directory authorities
- Tor pluggable transports (obfs4, meek, ScrambleSuit, etc)
- Tor relays (also known as "routers" or "nodes", sometimes called "guard", "middle", or "exit" relays)
Please limit this request to documents from 2010-January-01 through the date the search for responsive records is conducted.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon Christopher,
I'm acknowledging receipt of your request and have assigned it tracking
number 20-049. Please use this number when communicating with me about your
request.
Please be advised that I am a one-man office and process requests on a
first-in, first-out basis. I also have a heavy FY19 backlog and a very
large FY18 and FY19 consultation request backlog. So unfortunately, my
backlog might delay my response.
I have however sent your request to the office within the Headquarters that
I believe may be the best starting point for search. I've also conducted an
deep dive electronic search of our unclassified and classified systems, and
received less than a dozen hits. I will evaluate them soon to determine if
they are responsive and what agency owns the information. If the
information did not originate within USSTRATCOM, I will refer them to the
originator for review and direct response to you. I will notify you when
and if I do so.
If you haven't already done so, I recommend you also submit your request to
the Department of State, U.S. Cyber Command and CIA.
I will soon let you know the results of our search efforts and when you
might receive our response.

Good morning Christopher,
I've finally made my way to your request. Our search produced only 7
documents. Three of them originated at STRATCOM. I will be referring the
remaining 4 to the responsible agencies. I will inform you when I send them
out. Because the STRATCOM documents are relatively small, I don't
anticipate it taking too long to process them. Possibly a month to get them
through the review process.
There is nonresponsive information in the documents. Do you wish for that
information to be processed, or do you agree to the nonresponsive
information being marked as "Nonresponsive" to speed up our response?
Please let me know as soon as possible your wishes.
