This is a request under the Freedom of Information Act. I hereby request the following records:
All data and metadata associated with the following database https://www3.epa.gov/ttncatc1/cica/geosel_e.html. This U.S.-Mexico Border Information Center on Air Pollution (CICA) database supplies Border Air Quality Data reports. The data is no longer accessible through this online form. I also request any records reflecting why the change to this CICA database was made.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

The reports you are seeking can be retrieved from the following site: https://www.epa.gov/outdoor-air-quality-data. The change in the location of the data you are seeking is the result of a migration from the old Air Quality System (AQS) infrastructure to the infrastructure we have now, which is available via the AQS link above.
