This is a request under the Freedom of Information Act. I hereby request the following records:
Records reflecting the current personnel staffing levels and organizational structure (organizational charts, etc.), as well as the personnel budget for the EPA’s Office of Research and Development. Please include organizational and budget records related to the EPA Science Advisor and Office of the Science Advisor, as well as the office of the Deputy Assistant Administrator for Management, including the National Center for Computational Toxicology, National Center for Environmental Assessment, National Center for Environmental Research, National Exposure Research Laboratory, National Health and Environmental Effects Research Laboratory, National Homeland Security Research Center, and the National Risk Management Research Laboratory. We also request personnel and budget-related records reflecting the personnel organization and budget for these offices from the months of November 2016, December 2016, and January 2016.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

My name is Norman Adkins and I am the FOIA Program Manager for EPA's Office of Research and Development (ORD). I am reaching out concerning the subject Freedom of Information Act (FOIA) request. FOIA requires us to provide existing records within the agency, excluding those that would otherwise qualify for an exemption. Because we do not manage some of the data in the format you requested, we would only be able to provide you some of the records you requested.
In a situation like this, we would typically reach out to the requester to see if they wanted to change and/or refine their request. In this particular case, ORD's budget formulation team has agreed to pull together the data in the format you initially requested. As you saw in our previous extension notices, the effort is taking some additional time to coordinate and pull together this data. Factoring in the two extensions, the due date for a response is currently Friday, April 28th (tomorrow).
I am in the process of sending another extension notice. Unlike the other extensions, this one will be for three additional business days beyond the current due date. We now have the data finalized, but we need some additional time to pull together the formal response. With the three additional business days, the new due date would be the close of business on Wednesday, May 3rd. I do not anticipate any other extensions beyond this date. In fact, my hope is to get this to you earlier in the week as opposed to Wednesday.
