Pursuant to the Freedom of Information Act, I hereby request the following records:

On the 16th of February 2012, Lord James of Blackheath informed the UK House of the Lords that the Federal Reserve Bank of New York had arranged for $15 trillion to be sent to the UK via HSBC and The Royal Bank of Scotland, with receipts for deposit of this money, arranged and signed by both Timothy Geithner and Alan Greenspan, without going through proper regulatory channels. I hereby first request a confirmation or denial of these claims made by the honorable Lord James, whether the Federal Reserve believes his interpretation of events is accurate, and if not why, and secondly copies of any records or documentation pertaining to truth or denial of these claims.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

The blanket rejection is based on only a part of the FOIA request. Please render any documents pertaining to the $15 trillion transfar involving Alan Greenspan and Timothy Geithner as described by Lord James. If comment is outside the boundaries of FOIA then I accept that, but an honourable Lord of the United Kingdom described an event clearly in the House of Lords and the Federal Reserve board should be able to find documents relating to it, or deny that they exist.
