To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
- All records and files, regardless of physical form, including cross-referenced documents and ELSUR records, concerning or mentioning Rudolfo Anaya (October 30, 1937 – June 28, 2020), a writer considered a father of Chicano literature and best known for his book "Bless Me, Ultima", an obituary of whom was published in the New York Times on July 3, 2020 in an article titled "Rudolfo Anaya, a Father of Chicano Literature, Dies at 82." A copy of this obituary is attached to this request as PDF and is located at the following link: https://www.nytimes.com/2020/07/03/books/rudolfo-anaya-dead.html. This obituary contains several details on the life of Anaya that will be helpful in searching for records and cross-references, including details about censorship of his book and his receiving the National Humanities Medal from President Obama in 2016.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Shreyas Gandlur

This is an appeal of the Federal Bureau of Investigation's response to my July 5, 2020 request for '[a]ll records and files, regardless of physical form, including cross-referenced documents and ELSUR records, concerning or mentioning Rudolfo Anaya (October 30, 1937 – June 28, 2020), a writer considered a father of Chicano literature and best known for his book "Bless Me, Ultima."'
In a letter dated July 22, 2020, the FBI acknowledged and assigned this request FOIPA #1470046-000. Additionally, they stated that they "were unable to identify records responsive to [my] request."
I appeal the integrity of the FBI's search in this request. In particular, I specifically asked for a search outside of the CRS as well and it is unclear whether the FBI performed such a search.
Best,
Shreyas Gandlur
