You are receiving this correspondence as a request under the Freedom of Information Act, 5 U.S.C. subsection 552. I am requesting the following:

All records, documents, or communications relating to Dr. Morris Joseph Starsky (February 1, 1933 – January 20, 1989). Dr. Starsky was a professor of philosophy at Arizona State University (ASU) from 1964 until 1970, when he was fired by ASU for participating in a civil rights protest. Concurrent to this, the Federal Bureau of Investigation (FBI) was surveilling Dr. Starsky as part of COINTELPRO. Dr. Starsky successfully petitioned the FBI to release documents related this surveillance campaign as part of a Freedom of Information Act request in 1974. I am requesting all documents previously released to Dr. Starsky at that time and any subsequent records, documents, or communications the FBI may have produced concerning Dr. Starsky. There is no expectation of a violation of Dr. Starsky's privacy as he previously made these documents public; additionally, Dr. Starsky passed away on January 20, 1989. A copy of his obituary from the January 22, 1989 edition of The Arizona Republic is attached.

I am a member of the news media, and I am asking you waive any fees associated with this request. I have previously written for Philly Voice and Atlas Obscura. Please take note of the Office of Management and Budget guidelines published March 27, 1987 (52 FR 10012) that include electronic publications and other nontraditional publishers as representatives of the news media.

This request is not being made for commercial purposes. All documents will be provided to the general public without charge.

In the event that there are fees, I am willing to pay up to $250. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I look forward to your response within 20 working days, as the statute requires. If access to the records I am requesting will take longer, please contact me with information about when I might expect copies or the ability to inspect the requested records.

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

Estimated Dates of Completion
Requests are processed in the order in which they are received through our multi-track processing system. Requests are divided into two primary tracks--simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Complex requests are further divided into medium, large, and extra-large sub-tracks based upon request size. Simple track requests typically require the least amount of time to process. Currently, simple track cases average approximately 152 days from the date of receipt for processing. Our complex requests in the medium processing track are currently averaging 922 days, large processing track are currently averaging approximately 1,964 days, and extra-large processing track are currently averaging 2,360 days for processing.
