Pursuant to the Freedom of Information Act, I hereby request the following records:
Copies of all original FD-515 records ("Accomplishment Reports"), along with their accompanying FD-515a's ("Supplemental Page to the Accomplishment Report for Organized Crime Program (OCP) Matters Only") where the field for "Squad" on the FD-515 is filled with "C-24" or "Eurasian Organized Crime Squad."
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I hereby appeal the Record/Information Dissemination Section's determination with regard to my request for records (Assigned FOIPA # 1452876-000).
My request was described as overly broad on the grounds that it did not reasonably describe the records. I appeal on the grounds that this description is patently false.
The request gave a specific form of record, by name (FD-515 and FD-515a forms, used to track accomplishments by squads/agents), authored by a specifically named squad (which has been alternately described using an internal designation "C-24" and also the commonly used names "Eurasian Organized Crime Squad" or "Eurasian Squad").
FD-515 and FD-515A forms have been previously noted as publicly releasable (see 1998 edition of the FOIPA Manual, Memo #44), with the exceptions of matters of privacy and investigative methods. Upon information and belief, FD-515 and FD-515A are brief documents, often consisting of checklists of actions taken with a simple text. This is certainly not especially burdensome to search, review, and redact where necessary especially as they are in a standardized format.
C-24 / Eurasian Organized Crime Squad is a specific designation of an FBI Squad. I am requesting this as a matter of retracing the history of activities for this squad, which has gained considerable public attention through the Mueller investigation, impeachment process, and the extensive media attention paid to known former C-24 personnel Bruce Ohr, Eugene Casey, and Andrew McCabe. There is a considerable public interest in ascertaining basic information including the squad's achievements and its pace of work.
I pray that the Bureau will see that rejection of this FOIA request was in error.
