Pursuant to the Freedom of Information Act, I hereby request the following records:

All pertinent records pertaining to the file “UAP13SEP2020IntelClip.mp4”:

A) The file itself:
- The original or highest-resolution version of the file “UAP13SEP2020IntelClip.mp4.”
- Any metadata associated with the file, including but not limited to: timestamps and geolocation data, technical specifications of the recording device(s), any embedded identifiers for classification or dissemination tracking.

B) Associated analyses and documentation:
- Any investigative reports, intelligence summaries, or briefings prepared using this file.
- Assessments of the file’s content, origin, and significance.
- Documentation of any decisions or deliberations regarding its classification, distribution, or public disclosure.

C) Communications and directives:
- Internal and inter-agency communications mentioning “UAP13SEP2020IntelClip.mp4” or its contents.

Dear Bill Gagnon:

This acknowledges receipt of your Freedom of Information Act (FOIA) request to the U.S. Coast Guard (USCG), dated 12/26/2024, and seeking records concerning file "UAP13SEP2020IntelClip.mp4". Your request was received in this office on 12/26/2024.

After careful review of your FOIA request, we determined that your request is too broad in scope or did not specifically identify the records which you are seeking. Records must be described in reasonably sufficient detail to enable government employees who are familiar with the subject area to locate records without placing an unreasonable burden upon the agency. For this reason, §5.3(b) of the DHS FOIA regulations, 6 C.F.R. Part 5, require that you describe the records you are seeking with as much information as possible to ensure that our search can locate them with a reasonable amount of effort. To address the concerns raised in your interim response, I am narrowing the scope of this request as follows:

1) The original or highest-resolution version of the file “UAP13SEP2020IntelClip.mp4,” as maintained by the U.S. Coast Guard, including metadata associated with this file. Specifically, metadata fields requested include timestamps, geolocation data, file format, creation/modification dates, recording device specifications, and dissemination tracking identifiers.

2) Assessments of the file’s content, origin, or significance prepared between June 1, 2020, and December 31, 2024.

3) Internal communications within the U.S. Coast Guard, including emails, memos, and reports, or correspondence between the Coast Guard and other federal agencies or contractors, that specifically reference “UAP13SEP2020IntelClip.mp4” and were created between June 1, 2020, and December 31, 2024.

If processing this request requires significant time, I request that responsive documents be provided on a rolling basis as they become available.
