The Official Military Personnel File (OMPF) including all Fitness Report and Counseling forms (NAVPERS Form 1610/2, NAVPERS 1610-1, NAVPERS Form 1611-1), the most recent Cumulative Record of Training (NAVPERS Form 5300/16), the Background Summary (NAVPERS Form 1640/32), history of assignments (NAVPERS Form 1070/605) , NAVPERS 1070/613, military awards and full citations, military education/training courses and Form DD-214, for RICHARD EUGENE SMETHERS JR. Please redact any sensitive information protected in accordance with the Privacy Act of 1974.

Mr Richard Smethers has claimed to have served in the United States Navy as a commissioned officer, unknown final rank with 20+ years of leadership experience.
claims numerous decorations including Vietnam service medal, Combat Action Ribbon, Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Joint Service Achievement Medal , Navy achievement medal, Joint Meritorious Unit Commendation, Navy Unit Commendation , Navy Expeditionary Medal, Armed Forces Expeditionary Medal, Armed Forces Service Medal , Humanitarian Service Medal, Sea Service Deployment Ribbon, Navy and Marine Corps Overseas Service Ribbon, Republic of Vietnam Gallantry Cross Unit Citation, Republic of Vietnam Civil Actions Medal Unit Citation, Republic of Vietnam Campaign Medal . Request copy of all award citations with redactions if necessary. There is a need to inform the public of his military background experience.

I also request that fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press.
