Pursuant to the Freedom of Information Act, I hereby request the following records:
The Official Military Personnel File (OMPF) including all Fitness Reports and Counseling forms (NAVPERS Form 1610/2, NAVPERS 1610/1, NAVPERS 1611-1 Eval/Fitreps), the most recent Cumulative Record of Training (NAVPERS Form 5300/16), the Background Summary (NAVPERS Form 1640/32), history of assignments NAVPERS Form 1070/605 , Administrative Remarks NAVPERS form 1070/613, military awards and full citations, military education/training courses and Form DD-214, for Thomas Russell Richards.
Please redact any sensitive information protected in accordance with the Privacy Act of 1974. please provide all requested documents.
Mr Thomas R Richards has claimed to have served in the United States Navy as a commissioned naval officer, unrestricted line officer and Vietnam War veteran. deployed to Republic of Vietnam from August 1970 to Feb 1971. approximate dates of navy military service (years 1968 to 1999). Claimed numerous medals including Vietnam service medal, Bronze Star Medal, Legion of Merit, Purple Heart, combat action ribbon, Republic of Vietnam Campaign Medal and other unit/individual decorations. There is a need to inform the public of his leadership and military background experience. Worked as vice president/Director with Juliet Marine Systems, Inc, New Hampshire specializing in advancing new high performance watercraft and new capabilities.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
