Dear Mr. Hernandez:

This is in response to your September 27, 2022, Freedom of Information Act
request (R 22-66863) about a cable from U.S. Representative Bill Archer to
the Department of State. We received your request on September 29.

There is no “cable” from Rep. Bill Archer to the Department of State dated
March 12, 1975. There is, however, a letter from him of that date. A
complimentary copy is attached.

Also, please note that the marking “Declassified/Released” on the index
entry refers to that index entry and not to the underlying document.

Because the document you requested was already open for public inspection,
there was no need to file a Freedom of Information Act request with the
National Archives.

This concludes the processing of your request.

If you are not satisfied with our action on this request, your options for

U.S. mail or email. Your appeal should be received within ninety (90)
calendar days from the date of this letter and it should explain why you
