Pursuant to the Freedom of Information Act, I hereby request the following records:
All records within relevant USMS systems of records regarding the individual MARAT BALAGULA, a former fugitive from justice.
The particular systems of records to search for the name Marat Balagula are the Prisoner Processing and Population Management-Prisoner Tracking System (PPM-PTS); the Warrant Information Network (WIN), Witness Security Files Information System, and Inappropriate Communications- Threat Information System.
To assist in the search and identification of records, the following facts about Balagula are known: his birth date was September 8, 1943. His place of birth was Orenburg, Russia (as part of the former Soviet Union). The first five digits of his social security number were 062-60. U.S. Bureau of Prisons lists his register number as 35664-066.
Balagula was reported dead December 2019 by the British Broadcasting Corporation World Service/BBC News Russian. The original obituary in Russian is attached, as is the Google Translate machine translation. This shall serve as proof that Balagula is deceased, and that privacy concerns under FOIA and Privacy Act are diminished.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
