Pursuant to the Freedom of Information Act, I hereby request the following records:
All documents pertaining to your MARTA agency's contract with Cutcom Software, also known as AppArmor (https://www.apparmor.com/About/CutCom/). These documents might include, but are not limited to, the following:
- Initial Bid Documents
- Current and previous contracts with CutCom Software regarding AppArmor
- Requests for Proposals
- Memorandum(s) of Understanding
- Any product manuals
- Any instructional materials or presentations
- Use policies and standard operating procedures
- Letters of Interest
- Usage policies
- Any informal agreements or other documents that reference "AppArmor" or otherwise guide its use or the relationship between this agency and the provider or developer of the software.
- A report showing, per month, how many reports were received through the MARTA See & Say 2.0 mobile app since 2020.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filed electronically, by e-mail attachment if available.

This email provides an initial response to your Open Records Act request received on March 19, 2024. First, I would like to thank you for your request to review the Metropolitan Atlanta Rapid Transit Authority’s (“MARTA”) records. At this time, MARTA is awaiting confirmation for you to pay for this request.
As provided by O.C.G.A. § 50-18-71, the estimated cost to search, retrieve, copy and supervise access to the requested documents is $120.00. This fee includes a charge of $40.00 per hour (3 hours) to cover the administrative costs of assisting you with your request (i.e., staff time searching for, retrieving, and copying the requested documents) as authorized by O.C.G.A. § 50-18-71. This fee represents the hourly rate of the lowest paid full-time employee with the necessary skill and training to respond to your request. There is no charge for the first fifteen minutes. Should you need copies of any of the requested records, the charge is generally 10¢ per page for letter or legal sized documents. You will be charged the actual cost of $7.00 for non-standard documents or electronic media. Additionally, higher fees may be charged for certified copies or other specialized records, if provided by law. At this time, there appear to be approximately (1) one non-standard documents and/or electronic media that are subject to release under the open records law. Therefore, the estimated cost for this request is $127.00
In any instance in which an agency will seek costs in excess of $25.00 for responding to a request, the agency shall notify the requester within a reasonable amount of time not to exceed three business days and inform the requester of the estimate of the costs, and the agency may defer search and retrieval of the records until the requester agrees to pay the estimated costs unless the requester has stated in his or her request a willingness to pay an amount that exceeds the search and retrieval costs. Please be advised we do NOT certify documents. Please provide confirmation that you are willing to pay the cost associated with this request.
While it is the policy of MARTA to provide requested and available documents within three business days of the request, these documents cannot be made available within three business days. Upon confirmation of the associated cost with this request, MARTA will begin retrieving the requested records. In producing the requested records, MARTA may rely upon the exemptions contained in the following code sections : O.C.G.A. secs. 50-18-72(a) (10), (41), and (42).
